Fair access support

Support Rate

You may be eligible for a reduced rate if your household receives a UK-wide benefit, has a low income, or you work in the emergency services or military.

You may be eligible

The Support Rate is designed to make practical household budgeting support more accessible. It is not automatic. Every application is manually reviewed before a decision is made.

Manual review: the form should be returned with details of all forms of household income, the number of earners in the household, and the supporting documents requested for your eligibility route. Once evidence is requested or the application is submitted, there is a 48-hour window to supply the documents for review. If the documents are not supplied within that window, the application may be rejected.

Who can apply?

  • Customers receiving a UK-wide benefit or tax credit.
  • Low-income households, including working households.
  • Emergency services personnel.
  • Serving military personnel, veterans and military households.

What the Support Rate does not cover

  • Free services, including the Free Household Bills Review.
  • Digital downloads such as low-cost templates.
  • Budget Club subscriptions.
  • Already-discounted offers, bundles or promotions.
  • Previous purchases already paid for.

UK-wide benefits accepted

Applications are not limited to Scottish benefits. UK-wide benefits and tax credits are accepted as an eligibility route. Examples include Universal Credit, Pension Credit, Personal Independence Payment, Disability Living Allowance, Attendance Allowance, Carer's Allowance, Employment and Support Allowance, Jobseeker's Allowance, Housing Benefit, Child Benefit, Child Tax Credit and Working Tax Credit.

Evidence is required: all applications must provide evidence of the award or eligibility route. You can omit or hide National Insurance numbers, claim reference numbers, bank account details and any unrelated transactions.

What to include with the form

  • All forms of household income.
  • The number of earners in the household.
  • Relevant benefit or tax credit evidence, where applicable.
  • Relevant payslips, bank statement extracts, service/employment evidence or award documents, depending on the route you apply under.
  • Any short explanation needed to understand the household position.

Proof types accepted

Eligibility routeExamples of evidenceWhat can be hidden
Benefit or tax credit award Recent award letter, online account statement, Universal Credit statement, tax credit notice or benefit payment shown on a bank statement. National Insurance number, claim reference number, bank account details and unrelated transactions.
Low-income household Recent bank statement, payslip, income statement or a short explanation with supporting evidence. Include all forms of household income and the number of earners in the household. Account number, sort code, unrelated transactions and private information not needed for the decision.
Emergency services or military Work ID, employer confirmation, payslip with private pay details hidden, Blue Light Card, Defence Discount Service card, veteran ID or other relevant proof. Payroll numbers, service numbers, pay amounts, addresses, bank details and unrelated personal information.

How evidence is handled

Please only send enough evidence to confirm eligibility. Pay Cycle Budgeting UK does not need full bank statements with every transaction visible, claim reference numbers, National Insurance numbers or full account details. Where possible, the outcome is recorded rather than keeping the proof itself.
